As said before, ARIN might not be able to give you the specific information for a particular ip address, but they can provide you with information about registered users that own a block of addresses. Hopefully with this information you will be able to contact the owner of the block of addresses and then find out who manages or owns the ip address you are looking for. The process can be frustrating, but atleast you can roughly figure out who owns what.
